Off-duty Troy Officer Intervenes in Domestic Dispute Resulting in Fatality

Last night in the City of Troy, off-duty Troy Police Officer Adam Harbour fatally shot Colin E. Davis (Age: 25, Troy) after Harbour intervened in a domestic dispute between Davis and his estranged wife. Witness accounts indicate that Davis was observed stabbing his estranged wife. She is hospitalized in stable condition.

District Attorney Mary Pat Donnelly and Chief Assistant District Attorney Matt Hauf responded to the scene. By request of the District Attorney, the Office of the Attorney General also responded to determine if the incident falls under NYS Executive Order No. 147, which would appoint the Attorney General as special prosecutor. That order typically applies in cases where a law enforcement officer causes the death of an unarmed civilian or where there is a significant question as to whether the civilian was armed and dangerous.

“Both the Rensselaer County District Attorney’s Office and the Troy Police Department have and will continue to coordinate with the Attorney General as they process the incident to determine the applicability of the Executive Order. This is a tragedy that is best handled with transparency and cooperation, “said District Attorney Mary Pat Donnelly, “a thorough investigation will continue as we await the Attorney General’s determination.”
