Rensselaer County Megan's Law Coalition
Sex Offender Registry
The Rensselaer County Megan's Law Coalition is providing this information to community members through The Sex Offender Registration Act (SORA), commonly known as Megan's Law, which was passed in 1996. This legislation covers those offenders who have been convicted of certain crimes (sex offenses). SORA requires Registered Sex Offenders to keep local law enforcement agencies and the New York State Division of Criminal Justice Services informed of their current address and provides penalties for the failure to do so.
The main purpose of providing this data via the Internet is to make the information more easily available and accessible, not to warn about any specific individual. Users are cautioned that positive identification of an individual cannot be conclusively established by comparing name, date of birth, social security number or other information with that provided in this Directory. Comparisons based on appearance may also be misleading, and cannot establish a positive identification without some possibility of error.
This Directory contains identifying information and information about the sex offense for which the sex offender is registered. It does not reflect the entire criminal history of a listed sex offender.
Offenders Risk Determination and Information Availability
Megan's Law requires anyone on parole or on probation or imprisoned for a sex offense on or after January 21, 1996 to register with local law enforcement agencies and the Division of Criminal Justice Services. In addition, sex offenders sentenced to probation, local jail, or state prison after that date must register upon their return to the community.
As a general rule, the sentencing court will make the risk assessment either at the time of sentence (in probation cases) or when the offender is released from custody (in jail or prison cases). Offenders are assigned one of three levels of offense risk. Risk Level 1, the lowest, presumes the offender to have the lowest risk of re-offending. Offenders in the Risk Level 2 (moderate) classification, are considered to be more dangerous and more likely of re-offending than a Level 1 offender. The offender in the Risk Level 3 classification of offenses, based upon evidence before the Court, is considered the most dangerous of all sex offenders and the most likely to be a repeat offender.
Megan's Law states that the amount of information, concerning a sex offender, that can be disseminated will depend upon the offender's level of risk. For low risk (Level 1) offenders, no information can be disseminated to the general public. For moderate and high-risk offenders (Levels 2 and 3), considerably more information is publicly available, including the offender's photograph, modus operandi and offense description, and any special conditions imposed by the court or parole authorities. However, for Level 2 offenders only an approximate address by zip code can be provided. The exact address for Level 3 offenders may be provided.

A Word of Caution: Not all sex offenders are covered under this legislation.
It is true that Megan's Law is a powerful tool for making communities safer. However, it only provides information on a small population of all potential sex offenders living in a community. Although a significant percentage of those individuals convicted of a sex crime since 1996 are required to register with local law enforcement, not all sex offenders are obligated to do so. Additionally, many sex crimes (especially crimes against children) go unreported. Of those reported cases, many can not be prosecuted for a variety of reasons. It is important to remember that individuals who do not have to register or who have not yet been caught and prosecuted may reside in your community. DO NOT infer a false sense of security from the limited information contained in any notifications about sex offenders living in your community.
If you are a parent, you should always know and feel comfortable with any person who has unsupervised access to your child. Never assume that because someone you know is not on a list of known sex offenders that there is nothing to worry about. Trust your instincts!
