Stephen A. Pechenik, County Attorney
As Chief Legal Advisor, the County Attorney represents Rensselaer County in all civil matters and litigation. He and his staff prepare and review all contracts and leases involving the County, its departments and its agencies. The County Attorney’s Office drafts resolutions and local laws for consideration by the Rensselaer County Legislature and, upon receipt, renders legal opinions to all departments of the County government. Additionally, in cooperation with the Bureau of Finance, the office conducts proceedings for the enforcement and collection of delinquent taxes. The County Attorney also serves as legal advisor to Hudson Valley Community College, Counsel to the Rensselaer County Board of Ethics and as Administrator of the Assigned Counsel Plan for Rensselaer County.
According to state law, the County Attorney is also required to appear in Family Court to prosecute cases involving juvenile delinquency (JD) and persons in need of supervision (PINS). The Rensselaer County Attorney’s Office processed 275 JD and 210 PINS cases through Family Court in 2005, making more than 2,500 appearances. Because of the increasingly litigious nature of our society, this office is also defending the county against several Federal suits brought by inmates and prisoners and damage claims against the County, its officers and employees.
